The Revised Covenants and Building Restrictions have been filed with the City & County of Denver, filing 2019100599. The filing includes the voting records, as that was required to revise them.
You may get them from the County Clerk's office or download & print them here:
Covenants. The original copies, which are in the HOA Secretary's files, may be viewed by appointment with the HOA secretary.
